The Commission for Environment, Spatial Planning, and Energy (UREK) of the Swiss Council of States has submitted a postulate requesting the Federal Council to compile a comprehensive report on the role of Power-to-X in Switzerland’s energy security and economic landscape. This follows the Hydrogen Strategy published in December 2024.

The postulate seeks to address key questions regarding international best practices, potential funding instruments, and economic opportunities for Switzerland. Specifically, the report should examine:

1. International Strategies: How are countries such as Japan, South Korea, and other Asian nations integrating Power-to-X into their energy security frameworks?

2. Incentive Mechanisms: What policy tools and funding mechanisms are being used to support Power-to-X deployment?

3. Relevance for Switzerland: What role could Power-to-X play in ensuring Switzerland’s energy security and electricity reserve over the coming years? Which support measures would be most effective within the next five years?

4. Economic Impact: What benefits could a more proactive governmental approach to Power-to-X bring to the Swiss economy?

5. European Cooperation: How does Switzerland compare to its neighbors? Germany has allocated €6 billion to hydrogen projects, and Northern European countries such as Norway and Denmark are heavily investing in sustainable Power-to-X technologies. How does the Swiss government plan to leverage synergies and intensify cooperation?

6. Global Energy Resources: In Southern Europe and the Middle East, renewable energy can be produced at lower costs, enabling the synthesis of methane and other hydrocarbons. How does the Federal Council intend to position Switzerland to take advantage of these opportunities in the long term?
